Regionalization of soil and water conservation is the basis of soil and water conservation. With the new law of soil and water conservation promulgated, a new round of regionalization of soil and water conservation was launched across the country. The friability of soil texture, the plenty of seasonal rainfall and the seriousness of human disturbance could easily lead to soil erosion in Jiangsu Province. With the high level of economic development, the economic losses of soil erosion and water loss caused by the production and construction projects in Jiangsu Province could be larger than general areas. And soil and water conservation zoning was still in its infancy. Therefore, this work was significant in soil and water conservation regionalization in Jiangsu Province.Based on the third partition of soil and water conservation regionalization in the country and the design principles of index system of soil and water conservation regionalization, combined with the characteristics and the current situation of nature, society, economy, land use, soil erosion and water loss in Jiangsu Province, this paper established the index system. Based on the analysis of zoning theory and the principles of soil and water conservation regionalization, hierarchical cluster analysis was carried out according to integrated scores of every component, so zoning maps of every element were gotten. Whereafter, spatial overlay analysis was processed by GIS, zoning maps of every element were folded, and Jiangsu Province was divided into19partitions. Finally, by quantitative and qualitative analysis, this paper evaluated the soil and water conservation basic functions. According to the scores of basic functions, this paper named the19partitions on the basis of naming rules. The results showed that:(1) The index system of soil and water conservation regionalization in Jiangsu Province. The index system consisted of climatic factor, topography factor, waters factor, forest and grass coverage factor, soil texture factor, comprehensive socio-economic factor, the second production scale factor, GDP per capita factor, comprehensive land use factor, unused land factor, garden and woodland factor, construction land factor, comprehensive soil erosion factor, micro scale factor and mild factor. The weight of every component was0.34、0.26、0.16、0.13、0.11、0.50、0.37、0.13、0.36、0.25、0.21、0.18、0.64、0.24 and0.12respectively. The results simplified data, extracted focus and fully reflected the features of soil and water conservation in Jiangsu Province.(2) Soil and water conservation zoning in Jiangsu Province. Jiangsu Province was divided into The Yellow River flood plain area, Huaibei hillock area, Huaibei plain area, the middle and south of Shandong hilly area, the middle and south of Shandong plain area, Huaibei plain(Guanyun) area, Huaibei coastal plain area, Jianghuai Hilly and hillock area, Jianghuai downstream plain area, Jianghuai downstream coastal plain area, the Yangtze River downstream plain area of Jianghuai, Jianghuai downstream hillock area, Jiangbei Hilly and hillock area, plain area along the Yangtze River, southern Hilly and hillock area, the western hilly area of Taihu, the northern plain area of Taihu, the northern Hilly and hillock area of Taihu and the eastern plain area of Taihu.(3) Soil and water conservation basis functions. The soil and water conservation basis functions of the19partitions were windbreak and sand fixation and farmland protection, farmland protection and soil conservation, farmland protection and sand interception and reduction, soil conservation, farmland protection and soil conservation, farmland protection and water quality maintenance, farmland protection and soil conservation, farmland protection and soil conservation, farmland protection, farmland protection and sand interception and reduction, farmland protection and sand interception and reduction, farmland protection and water quality maintenance, farmland protection, farmland protection and living environment maintenance, living environment maintenance, water conservation and living environment maintenance, farmland protection and living environment maintenance, water conservation and living environment maintenance, living environment maintenance respectively.
