Planning and construction of water conservancy is the lifeblood of agriculture, it is always the major issues related to the safty of grain production in China, and it is the key to peasants can towards a well-off society. Irrigation and water conservancy engineering construction is one of the important content of rural water conservancy work, is the necessary engineering to improve farmers’ living environment, production and living conditions, promote rural poverty to get rich off, is also a feeling of rural masses virtue-building, popular project.The paper combines TongJiang actual situation, through consulting relevant literature, comprehensive analysis the present situation of the development of irrigation and water conservancy engineering, and mian problem in TongJiang. The paper bases on analysis of water resources supply and demand balance, puts forward guiding ideology, planning goals, constructing assignment,contruction content of the comprehensive plan for irrigation and water conservancy,and analysis of the planning implementation,the planning economyand the environment impact assessment, in order to provide the basis and decision-making reference of similar county water conservancy comprehensive planning,the main results as follows:(1) Tongjiang is region of abundant water resources, can continued promote the development of economic social, and can keep ecological system well, when P=75, in different years (2010,2015,2018, 2020) professional engineering of water supply capacity, such as agricultural,industrial, and so on, is respectively 75.39 million m3,111.3 million m3,128 million m3, and 165 million m3, but from macroscopic,we can see that water resources supply is less than demand, when P=75%, the maximum water shortage is 130.87 million m (2020), the engineering supply capacity in 2020 years ago severely restricts the development of the County’s industrial and agricultural needs, and we must adopt water-saving measures to save water resources.(2) According to the principle of overall planning and adjust measures to local conditions, combine overall layout and the development priorities of different zones, built water engineering, including reservoir project,completed the construction work of ErLangMiao(medium) before 2015 years,utilizable capacity is 11 million m3,in 2018 years,will complet the construction work of WangTan River (medium) and 250 small-scale water conservancy projest; irrigation drainage engineering,125 reservoirs in county, The design of main canal, branch canal of 1535km,899km now been completed, accounting for 58% of the total number of design; safe drinking water projects to be in the near future (2012-2015) to solve the 85900 people as well as the planning of 185000 people drinking water safety problem, improve the county’s economic, social and environmental benefits.(3) Water conservancy planning through the water planning and water saving measures:prediction rely on project to provide water for 2015 will be 159000000 m3,2018 years will be reduced from 195000000m3 to 182000000m3,2020 years will be reduced from 237900000 m3 to 261900000 m3. This may further expand the effective irrigation area, improve the efficiency of agricultural production; second, provide a more reliable source of security for urban development and industrial development; Third, reduce the environment pressure; Fourth, reduce the forward part of water resources construction project investment.(4) Tongjiang County water conservancy development planning for the benefit of flood control, irrigation, rural drinking water benefits, benefits of soil and water conservation and fisheries, shipping, tourism and environmental protection benefit produced major effect. Levee construction engineering with a total length of 73.382km,if it builts, every year can reduce the loss of 58118600 yuan, which reduce the casualties of 3302200 yuan; irrigation project implementation, can add effective irrigated area of 56000 mu,112000 mu of irrigated area to improve. The effective irrigation area reaches 429600 mu,89.5% of arable land, improve the people’s living standard. And the implementation of environmental protection measures, will effectively relief to eliminate the adverse effects brought about by the construction of the project, reduce soil erosion, improve the ecological environment engineering area, its effectiveness is long.
