With the development of social economy,people’s demand for water is increasing,although water resources is a renewable resource,the circulation of water is slow,and if pollution is serious,beyond the water self-purification capacity,it will not be recycled in a short period of time.There is water resource shortage in some areas,due to geographical,climatic conditions.The prospect of water resources utilization is not optimistic in china.This forced people to seek more measures to solve the problem of water resources shortage,rainwater utilization is an effective means to solve this problem and attracts more and more attention.This paper analyses the objective reality of the water resources shortage in China,and summarizes the development and changes of rainwater utilization technology and the history of the rainwater utilization at home and abroad. Rainwater utilization technology is an effective way to solve production and living water difficulties in the hilly regions.In this paper,combining with the objective reality in the hilly areas of Jiangsu Province,two typical regions of Huaibei mountain area and hilly area of the Suzhong are selected. Water balance analysis is taken according to various regions of different inflow frequency and plant layout to water,to determine the appropriate water storage project scale and suitable proportion of the paddy pield and dry-farming grow,and based on this,some suggestions and countermeasures in the hilly areas of Jiangsu Province for water conservancy management are put forward. In addition,the analysis and calculation results are applied to the drought planning in hilly regions of Jiangsu Province.Combined with the basic situation of drought in Jiangsu Province and drought resistance goal,theoretical support is provided for the development of drought countermeasures.
