Delimitation Of Basic Farmland Based On Fineness Of Cultivated Land

Agriculture is an important part of China’s national economy,and crop farming with arable land as the means of production dominates the development of agriculture.With the continuous progress of urbanization in China,the number of cultivated land in China has been decreasing year by year,and the quality of cultivated land has also declined to varying degrees.In view of the shortage of reserve resources of arable land in China,we must turn to maximize the potential of existing cultivated land.The permanent basic farmland being demarcated in the country is the cultivated land that must be ensured to ensure the national food security and the effective supply of important agricultural products.However,the basic farmland currently classified has unreasonable phenomena,and the quantity is ignored and the quality of cultivated land is ignored.In practical,some local governments are limited to short-term interests,or lack of multi-planning convergence,resulting in a lot of problems in the delineation of basic farmland.This study synthesizes the situation of cultivated land segmentation caused by natural,human and socio-economic factors,and analyses and evaluates the fragmentation of cultivated land in Chongren County from three levels of landscape pattern,ownership status and socio-economic,which provides a basis for the evaluation and delimitation of basic farmland.In this paper,Chongren County as the study area,based on the understanding of cultivated land fragmentation evaluation,the impact of cultivated land fragmentation and other domestic and foreign research trends and related concepts,Based on the theories of land location,landscape ecology,sustainable development and scale economy,analyzes the present situation of cultivated land fragmentation and constructs the evaluation index system of cultivated land fragmentation in three aspects: ownership of cultivated land,landscape pattern and social economy.Comprehensive evaluation of the degree of cultivated land fragmentation in Chongren County,evaluation of the current delimitation of basic farmland,and a new round of delimitation of basic farmland,optimize the layout of basic farmland.The main research contents and results are as follows:(1)The construction of the evaluation system of cultivated land fragmentation.On the basis of clarifying the related concepts and research theories,the average area of land,the index of plot shape,the degree of fragmentation,the area of cultivated land per household and the number of farmers are selected from the aspects of ownership of cultivated land,landscape pattern,social economy,and so on.Six indexes,such as potential agricultural population transfer index,were established to evaluate the fragmentation of cultivated land.(2)The degree of arable land fragmentation in Chongren County: From the evaluation results of township-scale fragmentation,we found that there are 6 towns whose comprehensive score of fragmentation is above the overall average level in Chongren County,Among them,the comprehensive fineness of cultivated land in Liujiaqiao Township and Heshang Town was lower;The comprehensive score of degree of fineness is below the average level in 9 villages and towns,among which Xiangshan Town,Taoyuan Township and Shizhuang Township have a higher degree of comprehensive fineness of cultivated land.According to the results of village-scale evaluation,11 villages with low degree of fineness of cultivated land were distributed in Bashan Town,Baipi Township,Bailu Township,Heshang Town,etc.,with a total of seven villages,and 2 villages with high degree of fineness were distributed in Xiangshan Town.Xiangshan town comprehensive fineness is also the lowest.Although the distribution of cultivated land fragmentation in Chongren County is affected by landscape topography,ownership segmentation and socio-economic development,the impact of landscape topography and ownership segmentation on the size of township fragmentation is more significant.(3)The basic farmland distribution is evaluated by the results of the evaluation of cultivated land fineness.According to the evaluation results of cultivated land fragmentation degree and the present situation of basic farmland layout in Chongren County,the results of township-scale fine farmland evaluation and the present situation of basic farmland layout were compared and analyzed.The results showed that the degree of cultivated land fragmentation in Liujiaqiao Township was relatively low while the area of basic farmland was relatively small.The degree of cultivated land fragmentation in Shizhuang Township,Taoyuan Township and Xiangshan Town was relatively high,and the proportion of basic farmland delimitation was also Higher.In the analysis of the evaluation results of farmland fragmentation at village level and the present situation of basic farmland layout,there is a big difference between the cultivated land area with low degree of fragmentation in some townships and the demarcated area of basic farmland in the present situation,including Xiangshan Town,Taoyuan Township,Shizhuang Township,etc.There is a small demarcated area of basic farmland in townships with low degree of arable land fragmentation,while the basic farmland in townships with high degree of arable land fra The demarcated area is too large,and the demarcated area index of basic farmland in each township is not reasonable enough.(4)Basic farmland delineation in Chongren County:The grade of cultivated land use,slope and degree of fine fragmentation of cultivated land were selected as the evaluation factors of basic farmland,and the cultivated land with high quality,gentle and low degree of fineness was classified into the protection range of basic farmland,and the distribution of basic farmland was determined.Finally,the basic farmland area of Chongren County is 27957.49 hectares,slightly larger than the total target of 27947.38 hectares of basic farmland protection issued by Fuzhou City to Chongren County.The quality of basic farmland after delimitation has been improved,the slope of basic farmland has decreased,the number of land parcel has also decreased,and the layout of basic farmland has been more reasonable than that before delimitation.
