The Republic of Sakha(Yakutia) is situated in the North-Eastern part of the Eurasian continent and is the largest region of the Russian Federation. The total area of the continental and island territory of Yakutia is 3.1 million square kilometers, more than 40% of the country lies above the Arctic circle. In recent years, the Russian government implementation of development policy in the Far East, many foreign-funded enterprises expressed the desire of investment of the Republic of Sakha(Yakutia).This thesis author reviewed and analyzed the draft integrated development 2.4 and 17 quarters of the Republic of Sakha(Yakutia) with Chinese investment and construction company Zhuoda group,reviews and analysis of the investment project with China’s investment and con struction companies Zhuoda group Sakha Republic(Yakutia) and analyzes relative problems of Russian commercial and residential projects. To project 2,4,17 quarters as the object of study, comparing the two countries between land system. Analysis foreign in vestors in the policy background of the Russian investment projects, research projects for the Far East Development and economic development, positive influence and negative influence of the qualitative assessment, quantitative evaluation of the project’s benefit and risk. Through the questionnaire, the investigation of the market, the local government to determine the correct size of the project and the management of countermeasures, to provide an effective basis.Studies believe that the Russian land is private, rich in land resources, especially in the far east. However, Russia’s rich resources of the land is limited, its use should be the pursuit of efficiency.
