Regarding to the development in one decades, particularly in the latest decade with a rapid enhancement, the real estate had become a dominant industry of the national economy. There are several crisis occurred during the boom period of real estate business, and the Government had continued to public new policies, now the real estate enterprise start to review and the traditional profit model has apparently not support long-term development. The economic is under an effective developing recently, but with high resource consumption, energy shortages and environmental degradation. As a result, the building stuff can be considered as the key to all of those problems. Since then the development of green building has become an reasonable choice over the world. In response to global climate change, the establishment of a resource-saving and environment-friendly society and realize the sustainable development of the construction industry, China has successively introduced some kind of policies to encourage enterprises to develop green residential projects. The real estate business environment is under a rapid changing and competition. Meanwhile, the domestic real estate development is still have a great amount of space to further refining in cost management and cost control. So, the green residential investment should be prepared for a logical management and effective control. Based on all above, this paper aims to create green residential real estate development enterprise cost control conduct in-depth research, real estate enterprises to better control costs, and then improve business competitiveness through providing help and advices, but also further help the country to improve the green building standards as a reference, which will promote the healthy development of the real estate and improvement of the environment.To understand the development of green building costs overall status through domestic and international, this article has use Sinoocean QinShanShui project as case studies to determine the new green residential projects main cost. According to the analysis of the cost comprising, the parameter of each component had been demonstrated and liason, which can be used as a green residential projects const control parameter template for various departments in other similar project.In the article, the author had determined the priority and level of each element in cost control by scientific analysis methods. And base on case study, use related theories and methods calculate and conclude a measure of const control in green residential projects. This can be considered as one kind of methodology for the real estate enterprises to explore the green residential project cost control in a way of scientific, logically and sustainably.
