With the rapid development of social economy, economic growth will inevitably lead to the adjustment of economic structure, which also requires a corresponding adjustment of industrial structure. Nowadays industrial structure of Jiangsu Province is transiting from the “second third first” mode to the “third second first” mode. The rapid development of the second industry requires a large amount of energy consumption. But owning to the scarcity and non-regenerate characteristic of energy especially fossil energy, the question of how to coordinate the development of industry development and energy consumption in Jiangsu Province is an urgent problem to be solved. Therefore, under the constraint of energy intensity, to promote the coordinated development of industrial structure and energy consumption structure is of great significance.First, this paper made a comprehensive analysis on the industry structure and energy consumption structure of Jiangsu Province and examined the development trend and regional difference of each other before. Using the structural vector auto regression model, stationary test and co-integration test, this paper analyzed industrial structure, energy consumption structure and energy intensity of Jiangsu Province during 1995 to 2012. This paper used the impulse response function and variance decomposition method to analyze the impact effect and contribution of the change of industrial structure and energy consumption structure on energy intensity. The results revealed several important conclusions. Firstly, in the short term increasing the proportion of coal consumption to overall energy consumption can reduce energy intensity significantly, while in the long term energy consumption structure has significantly positive effects on energy intensity. Secondly, in the short term increasing the proportion of the third industry has significantly negative effects on energy intensity. In the steady state, the contribution rate of energy consumption structure to energy intensity is 67%, and the contribution rate of industrial structure is 12%.In addition, Analyzes the interaction mechanism of industrial structure and energy consumption structure, the study shows: With the optimization and upgrading of industrial structure, energy intensity will rise and then decrease; Limited energy will produce inhibition on industry and improve energy industry utilization. Coordination analysis of industrial structure and energy consumption structure showed that: the order degree of industrial structure and energy consumption structure subsystem showed a rising trend; cooperation between the industrial structure and energy consumption structure of subsystem is greater than the competition; Industry structure and energy consumption structure subsystem are in a state of evolution under the action of complex systems, the industrial structure is relatively subsystem evolutionary rate slightly greater than the energy consumption structure subsystem.Finally, examined the inter-relationship and interaction between industrial structure system and energy consumption structure system using the grey correlation method. Based on the summary of the interaction characteristics, this paper used the coordination degree model to further analyze the coordination degree between industrial structure and energy consumption structure of Jiangsu Province. The results revealed that the coordination degree between industrial structure and energy consumption structure is between medium coordination and good coordination. In addition, the coordination analysis on industrial structure and energy consumption structure of low energy intensity scenarios showed that: on low energy intensity scenarios, industrial structure and energy consumption structure both achieve a certain degree of optimization, at the same time, industrial structure and energy consumption structure is also showing a better level of development.At the end of the article, according to the above research conclusions, this paper put forward the corresponding policy recommendations from the perspectives on optimizing industrial structure, adjusting energy consumption structure and improving energy efficiency, this paper also mentioned the weakness in the research and the prospects of the future research.
