The Improvement Of The Supervision System Of The Basic Industry And Commerce Department After The Registration System Reform

The reform of registration system is an important measure to change the government functions, but also the challenge of the business sector supervision. Against this background, the study ofhow to improve the grass-roots business sector regulatory system hasan important theoretical and practical significance on the changing from “traditional management” to “regulatory enforcement serviceservice”.This paper summarizes the results and effects which has achieved in the business registration reform by the Administration for Industry and Commerce in Quanzhou and its branch organization. Itanalyses the problems of Business registration reform through practical examples and analyzes the reasons, then discusses how totransform the primary business regulation system which accessed strictly but ligt regulated relatively to a new condition whichaccessed relax but supervised strictly In a subsequent step.Firstly, the paper describs the functions of the Administration for Industry and Commerce before the reform, which are thesupervision subject, the object, theprocedure, and the method. Then taking the Administration for Industry and Commerce in Quanzhou andits branch organization as an example, it analyses the problem we will face after the reform and its causes by the way of questionnaire and interview in five aspects: lack of supervision subjects, law enforcement risks in the regulatory process, monitoring system whichoperated abnormal, increasing difficulty of monitoring, and the partly fail of regular instruments. Finally, it puts forward a soundCountermeasures to perfect the primary regulatory system of business sector, which including co-management of supervision subjects, reasonable standards of regulatory process, improving the regularquality level objects by administrative guidances, and innovating the regulatory instruments to establish the sharing of large data, in order to promote the grassroots supervision into a sound developmentthen ensure the market economy has a well runnning.
