Based on the Technical Specification for Dynamic Monitoring of Urban Land Price, this paper has collected the benchmark land price in Manzhouli from 2010 to 2013, including the commercial land, residential land, industrial land and overall land. After collecting the data on urban land utilization and national economic statistics in Manzhouli, this paper has made a preliminary analysis on the change of time sequence and the correlation between land prices of different utilizing modes so as to build a mathematical model. Moreover, this paper has also conducted the Principal Component Analysis(PCA) on the factors influencing the land price as well as the gray analysis on the time sequence of urban land price.After collecting 15 indices of influencing factors, such as the amount of sanitation equipment, the length of drain pipe, the non-productive expenditure, GDP, urban population and net operating revenue, this paper has carried out the analysis and PCA through SPSS13.0 which is used for social science. It is found that the urban management and economic vigor are the two principal components influencing the urban land price. The social soft power is the minor factor influencing the urban land price.The gray forecasting model GM(1, 1) has been utilized to predict and process the commercial land price, residential land price and industrial land price. The indices of land price rise in the following 3 years are listed as the commercial land, residential land and industrial land in descending order. More specifically, the commercial land price has increased remarkably. The industrial land price experiences a stable growth. The appreciation of urban land mainly relies on the commerce, followed by the residence. The industry has only played a minor role in promoting the appreciation of neighboring land.This paper has reached the following conclusion. The urban land price is mainly dependent on the infrastructure, such as urban road and greening land, as well as the late-stage management and maintenance. In view of the development direction and economic condition in Manzhouli, the rational planning of commercial-development mode, commercial land and supporting facilities is the main means of promoting the appreciation of urban land. By taking Manzhouli as an example, this paper has made the influencing factor analysis and evaluation and also realized innovation in terms of regional feature and operability. The change of land price in the city is not mainly driven by the expansion of urban construction land. The sensitivity to the regional industrial types and urban infrastructure construction is the main feature that sets it apart from other regions. Hence, it can provide valuable reference for urban planning and regional economical development.
