In recent years, an ever-increasing growth of overall research and development(R&D) funding of science and technology in China can be found. At present, China has overtaken Great Britain, France, Germany and Japan, and has become the second largest R&D investor followed to United States, of which the fiscal investment has accounted for 49.59%. However, plenty of misappropriation, misuse and embezzlement of R&D funding appeared frequently, which has been published by National Audit Commission(NAC) since 2012.As R&D funding belongs to public wealth of the whole society accumulated from each taxpayer, it is of great importance to guarantee a proper use of it so as to achieve an optimal investment return. Consequently, significant responsibility and obligations of R&D funding management must be jointly paid by National Science and Technology Department, research institutes, and individual project developer.Based on the author’s rich experience in project and funding management, this work studies the R&D funding management of government research institute in China, in which a K research institute has been chosen as a case study. Firstly, the background, personnel structure, and current R&D funding management are briefly introduced. Then, several existing issues of policy making, project execution, and project supervision are pointed out, which are analyzed in terms of public administration. At last, specific suggestions and actions are proposed to improve the R&D funding management with a regulated and secure use of it, which can be regarded as an example to related cases in future.
