The urban land use efficiency can reflect the intensive utilization of urban land,at the same time, it can affect the sustainable development of social, economy and the provement of residents living standards. In this paper, firstly, based on the domestic and foreign research results and related theories, and combined with the principal component analysis method and the DEA method, the composite evaluation model of urban land use efficiency is established. And then combined with general situation and urban land utilization situation in the Ring of Chang-Zhu-Tan urban agglomeration, the original land use efficiency evaluation index system of the urban agglomeration is established through selecting input indicators from 4 aspects of capital, land, labor, energy and selecting output indicators from 3 aspects of economic benefit, social benefit, ecological environment benefit.And use the principal component analysis method to extract the principal component of input and output indicators. Finally, use the DEA-BC2 model and Malmquist index model to measure land use static efficiency of the urban agglomeration in 2013-2014 and total factor of land use efficiency of the city cluster in 2007 to 2014, and gives the corresponding improvement suggestions of urban land use efficiency to provide the reference basis of improving the city land utilization efficiency of input and output, in the hope of provide references for local governments in the ring of Chang-Zhu-Tan urban agglomeration to improve the land using management and adjust land policy, so as to promote the sustainable land use of the ring of Chang-Zhu-Tan urban agglomeration,and accelerate the pace of building "tow oriented society".The final results show that:(1) The conclusion of using the DEA-BC2 model to evaluate is that the comprehensive technical efficiency level of urban land use in 2013 and 2014 is not high, and there are obvious differences in the urban agglomeration. Only Changsha have reached the DEA effective in two years, while the 6 cities of Zhuzhou, Xiangtan, Hengyang, Yueyang, Yiyang and Loudi have not reached the DEA effective in two years,and Changde have reached the DEA effective in 2014. Within the urban agglomeration, most cites’ pure technical efficiency is less than the scale of efficiency in two years, this indicate that the DEA ineffective of urban agglomeration in the past two years is mainly caused by low pure technical efficiency. Therefore, to improve the overall level of land use efficiency, the key is to improve the pure technical efficiency of land use.(2) By using the Malmquist index model to evaluation, the conclusion is that the total factor land use efficiency’s changing trend of the Chang-Zhu-Tan urban agglomeration appears "W" type, and the dynamic change of total factor land use efficiency is not stable during the 8 years of 2007-2014. Total factor land use efficiency can be decomposed to the comprehensive technical efficiency and technical progress, and the changing trends of the overall comprehensive technical efficiency is consistent with the changing trends of total factors land use efficiency, so comprehensive technical efficiency have astrict the growth of total factor land use efficiency, and technological progress is the impetus of the growth of total factor land use efficiency. Within the urban agglomeration, the changes of total factor land use efficiency showed different trends, among them, Zhuzhou, Xiangtan and Yiyang showed an upward trend, Xiangtan owned the largest increasing amplitude, and Changsha, Hengyang, Yueyang, Changde and Loudi showed a downward trend, Changsha owned the largest decreasing amplitude.And the reasons of total factor land use efficiency of the five cities have decreased are different, therefore, the proposes of improving total factor land use efficiency are also different.(3) By calculating the input and output slack variables, the reasons of low urban land use efficiency of the Ring of Chang-Zhu-Tan urban agglomeration in 2013 and 2014 have been analyzed. In 2013, the overall land use efficiency of urban agglomeration was not high, which is mainly due to the insufficient output of social and ecological environment. And in 2014, insufficient economic output and input redundancy of land have restricted the urban land use efficiency. Besides, within the Ring of Chang-Zhu-Tan urban agglomeration, the deficiencies of redundant input or insufficient output in non DEA effective cities are different, so the improvemental directions of land use efficiency of each city are different.
