Land-using is a series of biological & technological activity taken by human beings for economical & social reasons, and it is a process of long-time or cyclical marketing on land. Land-using is influenced both by physical conditions & economical, technological and social conditions, so the present land-using situation is the product of the co-effect by physical, economical, technological and social conditions in a specific region. In the system of "population-Resource-Environment", land is the basic factor, and the sustainable using of land is the important guarantee to realize the strategy of sustainable development in our country. Urban is the place of human activities and the carrier of the centralized production and consumption. Urbanization fosters the land-using efficiency. Urban land-using efficiency is more than a question of resource allocation, it also concerns the living quality and sustainable development of human beings.After reviewing the existing theories and studying accomplishes, the urban land-using efficiency in this paper starts from the input-output efficiency of urban land, and this paper defines the urban land-using efficiency as the urban production efficiency, and uses the DEA Method to evaluate the urban land-using efficiency. Considering the existing confines in the CCR Model of the DEA Method, this paper improves on the special input-output conduction, weight-taking confines and completely sequence the effective decision-unit, and gives the CCRMP Model and the DEA-AHP Model, and uses these models to conduct positive analyses on the urban land-using efficiency of 30 cities of a provincial capital and the Jiangjin District of Chongqing. This paper first horizontally compares the land-using efficiency among the 30 cities of a provincial capital in 2005 and analyses the regional difference of the urban land-using efficiency in China; then vertically studies the change of land-using efficiency of Jiangjin District. From the horizontal comparison, the regional difference of urban land-using efficiency in China is obvious; among the 30 cities of a provincial capital and the municipality directly under the Central Government, the land-using efficiency of Shanghai is the highest, followed by Guangzhou, Hangzhou, Nanjing and Changchun, and the next in turn are Beijing, Shenyang, Fuzhou, Tianjin, Hefei, Zhengzhou, Nanchang, Changsha, Ji'nan, Wulumuqi, Shijiazhuang, Chengdu, Chongqing, Kunming, Wuhan, Haikou, Ha'erbin, Guiyang, Huhehaote, Xi'an, Nanning, Taiyuan, Lanzhou, Yinchuan, Xi'ning. From the vertical comparison of Jiangjin District, from 1996 to 2006, the land-using efficiency in 2005 is the highest. In other years, although the land-using efficiency is non-DEA effective, the effective value are all over 0.89. Among the 11 years, the land-using efficiency changes every year, but in all, the tendency of DEA effective value first falls then rises. The effective value of urban land-using efficiency of Jiangjin in 2005 is 1, compared with the 30 cities of a provincial capital at the mean time, the land-using efficiency of Jiangjin is excellent.Through the horizontal and vertical analysis of the urban land-using efficiency, we can understand the using of urban resources in different areas, and it is benefit to make or adjust the relating policies, to optimize the resource allocation and to elevate the resource-using efficiency. At the mean time, according to the process character during the urban development, it can provide the tools of self-diagnosis and self-evaluation for the city, and can elevate the resource-using efficiency and develop the strong points and avoid the weak points during the development of the city.
