The pursuit of innovation is the main theme of today’s world, innovation is the main demands of the current social and economic development, and innovation policy is the most effective tools and means to guide the innovation. Perfect degree of innovation policy system has become an important indicator of the strength of innovation capability of a country or region. China’s innovation policy system have undergone historic changes since the Third Plenary Session of the 11 th Central Committee. The reform of the economic system, administrative system and other fields reinforce each other, promote each other, showing the overall reform from the policy adjustment to institutional innovation, then, institutional innovation to guide policy innovation in a wide range. In order to promote the overall social innovation, the innovation policies which are promulgated by the state throughout many areas, involving science and technology, finance, taxation, finance, intellectual property, education, trade, investment, health care and employment, and so on. As time progress, innovation policy system development shows staged complex changes. At the same time, the academic study of national innovation policies are emerging in a long time.Basing on public policy analysis theory, the dynamic capability theory(one of the core theory of business management) and so on, we use quantitative and qualitative methods to dispose and analyze the 2006--2014 years, nearly 10 years of innovation policies in this paper. Macroscopic view of quantitative and qualitative analysis for the latest developments in China’s overall innovation policy is a major innovation of this paper.In order to accurately grasp the policy development situation in innovation national construction, reveals the features in policy formulation, promulgation and operational coordination, we did a survey about 20 government departments of innovation policy, which involves 15 major areas. Through intensive analysis about collaborative government sector and type of co-innovation policy, we can reveal the synergistic relationship and development law of policy makers, policies, and policy types. Among them, the content analysis section, I am interested in the relationship of mutual support of advanced manufacturing innovation policy,and having a detailed description and analysis.Hypothesis of this paper is ”collaborative relationship of Innovation policy-makers is insufficient; collaborative content structure is irrational; innovation policy proportional type structural is imbalance”. Through analysis, we draw the following conclusions: innovation policy-making departments continue to strengthen collaboration, but synergies concentrated in several government departments,. Policy development and coordination functions of the other departments can not be fully developed. As for the content of innovation policy, innovation policy synergies is strengthening. However, there are a strong lateral support efforts, and execution of the longitudinal support weak. The decreasing of environmental innovative policy and the increasing of supply-side and demand-side innovation policies have become a trend. But there are still structural imbalances in the types of policy- Innovative environment policy is still large proportion, and supply-side and demand-side innovation policy remain small rates. Thus, I put forward specific recommendations for the adjustment of future innovation policy construction in the last article.This paper is a part of research results of my participation in professorial subject project” Comparative Study of Chinese and American Innovation Policy Synergies And Cross-sectoral Coordination Mechanisms”.
