| Ecotype industrial structure and Industrial structural ecology is an emerging research field in recent years, the 2014 year Central Economic Work Conference stressed that China’s environmental carrying capacity has reached or close to the upper limit, the report of the 18 th CPC National Congress clearly pointed out to form a saving resources and protecting the ecological environment of the industrial structure, in fact the structure state is actually the "ecotype industrial structure". This paper based on the combination of the industrial structure evolution theory and ecological economic theory, dig the frontier of industrial structural ecology, redefine the concept and connotation of ecotype industrial structure and industrial structural ecology. Ecotype industrial structure refers to a framework for the structure to realize the economic sustainable and inclusive development, in the framework of economies with high structural efficiency and more output can be obtained with less energy inputs and emissions of pollutants and achieve economic development policies and strategies compatible. Industrial structural ecology is a process of evolution from the traditional industrial structure to ecotype industrial structure. Industrial structural ecology means to promote the rational flow and allocation of ecological elements, improve the ecological factor productivity rate and its growth rate through the alternative development of different industry with different ecological performance level, and the improvement of inter industry ecological association degree as well as the coordinated ability. Industrial structural ecology includes both the inner-industrial structural ecology and the inter-industrial structural ecology.On the basis of re defining the core concept, this paper constructs the evaluation index of industrial structural ecology: industrial structural ecological efficiency. The industrial structural ecological efficiency is the comprehensive benefit of the environmental impact and energy resources utilization rate that an economy in a certain state of industrial structure, namely the economy can realize high yield to maximize the comprehensive benefit of ecological-economic system with lower emissions and less resource consumption. The higher of the industrial structural ecological efficiency means the higher level of the industrial structural ecology level; otherwise, it shows that the lower level of the industrial structural ecology. This paper also evaluate the industrial structural ecological efficiency and of China’s 30 provinces between year 1985 and year 2012. Furthermore, we establish a panel data model to analyze the main influence factors and its characters of the industrial structural ecological efficiency. The results show that: all the Chinese provinces’ industrial structural ecological efficiency have steady upward trend, while the economic development and the population growth have a U shape influence on the industrial structural ecological efficiency, and there is spatial agglomeration and the gradient decrease characteristics of Chinese provinces’ industrial structural ecological efficiency, as well as the difference of the industrial structural ecological efficiency among provinces gradually increase.This paper innovatively propose the evolution path of industrial structural ecology: strong ecological path and weak ecological path, and points out that the weak path is an alternative way given the conflict of economic development and ecological protection, including developing the environmental industry and the adjusting of energy structure. In order to effectively promote China’s industrial structural ecology process, this paper summarizes the experience and measures related to the United States environmental governance and industrial structural ecology, found that there is no inevitable negative correlation between the improvement of environmental quality or industrial structural ecology and economic growth. American’s experiences show that industrial structure ecology and environmental governance depends more on the evolution of industrial structure, pollution emission structure and energy consuming structure due to environmental legislation, incentive mechanism, environment of the budget system and other measures. This provide China’s industrial structural ecology adjustment valuable reference: actively carry out the adjustment of economic structure, improve the environmental legal system construction, build a collaborative and efficient governance structure, advance the legislation and practice of environmental education, encourage environmental public interest litigation etc.Finally, according to the results of empirical analysis, this paper summarizes the industrial structural ecology policy, at the same time as the reference of the complement of the American experience: accelerate the industrial structure and energy structure adjustment speed, properly adjust the energy consumption structure among different industrial sectors, and strive to improve the quality of the labor force and labor productivity, strengthen the inter regional cooperation in the energy-saving emission reduction and environmental protection. |
