Start from 20 th century, people’s life and economic development are more and more dependable on the science and technology. At the same time, more and more countries around the world pay much more attention to the value of science and technology talents. China is a developing country; so our economic foundation is after the developed countries and the basic theory of China is not equal to the developed countries and the relative theory of personnel policy and mature is inferior to the developed countries.By firstly deep analysis on the current situation of scientific and technological personnel policy, and through the SPSS factor analysis of 2005 to 2012 of our country’s scientific and technological personnel policy and factor analysis. According to the current scientific and technological personnel policy incentives, training, the introduction of the property of systematical of policies such as the quantitative evaluation, hence to analyze the China’s scientific and technological personnel policy implementation, and optimize the scientific and technological personnel policy.The scientific and technological talent policy is divide into four chapters: first chapter is mainly talk about the talent policies’ background, research meaning, research purpose, etc...; The second chapter is talking about according to consult a large number of talents of science and technology policy research literature at home and abroad, make introduces the definition of talents, science and technology talents of science and technology policy and theoretical basis, and to our country the present stage of scientific and technological personnel policy review, which includes analyzing the background of science and technology talents, scientific and technological personnel quantity, subject, theme, the policy text conversion, etc.....; The third chapter, first introduce the model, then the method and basic theory of the policy evaluation. Through the 12 factors evaluation index establishment of scientific and technological personnel policy, and then quantitative factor analysis of SPSS, to evaluate the talents of science and technology policy; The fourth chapter, first of all, according to the references, set up scientific and technological personnel policy system in our country, and import through the introduction, training and incentives to evaluate the scientific and technological personnel and must affirm the achievement of the scientific and technological person at this stage, and to summarize the problems existing in the present; The fifth chapter, through the analysis of Tianjin science and technology talent policy by SPSS empirical analysis, summary the situation and problem of the Tianjin science and technology talent policy; The sixth chapter, affirm the present scientific and technological personnel policy, and put forward the suggestion of the improving regional and national overall development level of high level in scientific and technological personnel policy:(1) perfect the system of the laws and regulations of our country science and technology talent,(2) improve current situation of the present stage of our government for talent concept not value,(3) integrate “fragmentation” scientific and technological personnel policy,(4) strengthen and consummate our country scientific and technological personnel policy and implement path,(5) establish a policy system dominated by enterprises of science and technology talents.
