| Since the 18th CPC National Congress,China has attached great importance to the core supporting role of talents in innovation-driven development strategy,and has issued a series of major policies on talent reform and development.State-owned Assets Supervision and Administration Commission of the State Council in 2020 launched the “hundred households marketization of science and technology enterprises to deepen reform and promote independent innovation ability initiative”(hereinafter referred to as the “change demonstrative action”),through the implementation of national science and technology enterprises in corporate governance,the marketization and incentive constraint mechanism reform,improve enterprise innovation ability and competitive power.Among them,improving the incentive mechanism of scientific and technological talents is an important content in the demonstration action of scientific and technological reform,which requires enterprises participating in the reform to explore the optimization path of scientific and technological talents incentive based on the new policy.In this article,C Research Institute included in the program is taken as the research object to conduct the subject research on talent incentive mechanism.First of all,this paper analyzes the basic concept and demand characteristics of scientific and technological talents by combing relevant literature,and discusses the role of incentive and its driving effect on innovation behavior of scientific and technological talents combined with incentive theory.Then,through a large number of data statistics,the basic situation and talent team structure of C research institute are introduced,and the current situation of talent incentive mechanism of C research Institute is analyzed.By means of interview,the key factors of science and technology talent incentive are screened and determined.Based on the analysis of interview results,the satisfaction of incentive mechanism is investigated from the aspects of organization,performance,salary,performance and employee development,and the existing problems are analyzed.Thirdly,according to the investigation and analysis results of C Research Institute’s incentive mechanism for scientific and technological talents,combined with relevant incentive theories,the principle of simultaneous material incentive and spiritual incentive,short-term incentive and medium-and long-term incentive,combined with relevant policies of the demonstration action of scientific reform,This paper designs the performance appraisal,salary management,medium and long term incentive,talent training and enterprise culture system,and puts forward further optimization schemes.Finally,from the strengthening of the party’s leadership,improve the corporate governance mechanism,improve the scientific and technological innovation mechanism of three aspects,analysis of incentive mechanism optimization guarantee measures.The optimization system of incentive mechanism for scientific and technological talents constructed in this paper provides C Research Institute with a scientific management tool,enabling it to have a more objective and scientific understanding of the current situation of scientific and technological talents,providing a basis for the development of human resources and the formulation of strategies,helping the enterprise to speed up the construction of a talent-strong enterprise and build a talent gathering plateau. |
