A Study On The Government 's Function In The Development Of Small And Medium - Sized Enterprises In Shanghai

After the special stage of three decades of fast-growing economy, China has entered into a “new normal”. What’s more, equal and orderly competition of many competitors provides an essential condition for the normal economic growth. In recent years,governments and economics of the world pay much attention to the support and development of small &medium enterprises. As a part of the private economy in our country, small & medium enterprises play an important role not only in the development of market economy but also in the fiscal income, employment and maintaining social stability. To support the small & medium enterprises is not to support the weak ones, but to create an environment of fair competition with other types of enterprises for them. It is not only the specific requirements of the construction of a service-oriented government, but also the basic requirement of fair competition rules of market economy.Shanghai has many large state-owned enterprises with good development, and it has successfully absorbed lots of foreign investment. However, it objectively leads to the small & medium enterprises’ development under adverse condition. Perhaps, the Shanghai government’s financial resources are abundant, and the contribution of small & medium enterprises to finance income is limited. But to develop numerous economic competitors is significant, which can make private enterprises, large state-owned enterprises and foreign capital enterprise equally participate in market competition. It plays an important role in fostering socialist market competitors and promoting the further development of state-owned enterprises and foreign enterprises.On the basis of Mixed economy theory, the structure of the binary system, new public service theory, using the methods of literature review method, comparative reference method. The purpose of this thesis is to study small & medium enterprises’ development in Shanghai and Shanghai government’s function fulfillment in the process of the development of small & medium enterprises, including the rule of laws, finance service level and the construction of public service platform, etc. And then summarized some drawbacks, including the deviation of development ideas, overlook of the role of small & medium enterprises, unscientific management mechanism, low efficiency of service, imperfect laws and regulations system construction, low legal effect level, limited financial support, the existence of invisible barriers, insufficiency of government public service supply and enterprises’ passivity for help.Based on them, the author puts forward five suggestions : Upright government idea, strengthen the service consciousness; Optimize management mechanism, improve the service ability; Perfect legal laws and regulations, strengthen the legal protection; Expand financing channels, improve the economic environment; Construct public service platform, improving the service system. The purpose of the five suggestions is that further clarify the local government s’ role in promoting the development of small & medium enterprises and gives full play to its basic role and innovation management mode,in order to promote the development of small & medium enterprises in Shanghai even in the whole country and foster more competitors in the market.
