Purchase activities have become one of the important parts for all the commercial enterprises, accompanied by the development of the manufacturing socialization and the development of the commercial economy. Unfortunately for many Medium-Small size manufacture companies, it is the right weakest point in their workshop. This is also the reason why the writer put forward her thesis topic as "Discussion for purchasing problem in Medium-Small size Manufacture Enterprise". First she sums up the ubiquitous conditions that existing in many companies, which include many administrative levels such as the thought level, strategic level and behaviour level. On this basis she brings forward all of the possible problems, such as "MRO" and "Purchase Corruption" which can also be called the black hole , etc. All these problems will do harm to the enterprise at different levels.Second she issues the main point as procurement innovation which is based on the actuality and the using of advanced experiences at home and abroad as reference. The outlines include 5 items. (1) Innovation of procurement concepts. First the company should bring the supply chain management in his mind, and pay more attention to three transformations: One is the change from stock procurement to order procurement., the other is the relationship between the needer and the supplier has changed from the generic cooperation to strategic cooperation, the last one is for the enterprise management has changed from the inner source to the outer source . Second the company should have the idea of win for both sides deep in minds. The third is the company should have the consciousness of globalization procurement .The forth is the company should sparkplug team spirits for multi-departments work.(2) Innovation for purchaser administration: The company can improve his working efficiency through using the good personal staffs and on-job trainning and prevent the occur of the procurement corruption basically as well.(3) Innovation for the style of purchasing. By absorbing the successful experience from the advanced companies or big companies , combining the situation of his own , the company should try to test new purchase styles such as centralizing purchase, third part purchase and electronic purchase, the original style as hand work should be thrown away bit by bit., then the working efficiency will be improved.(4)Innovation for the purchase procedure: First the company should supplement his basic information system, Second reforge the purchase procedure at the base of information integrated, at last they will get high working efficiency. (5)Innovation for management regulations: The key points lie in encouraging mechanism and restriction regulations. For the first one the most important thing is assessing the performance of the purchasers. At the sametime encouragement for the supplier can't be ignored of course. Regarding the restriction regulations , the company should apply himself to the construction of power restriction regulation restriction and supervise restriction.Besides all those above, the writer also gives another two cases, which she has actual experience before. These cases are for "MRO" and "Purchase Corruptions " It is obviously that through the analysis of the cases the writer try to provide even too strong guidance to those Medium-Small size manufacture enterprises who want to walk out of the mess of purchase administration.
