In recent years, people already realized clearly that the talent is necessary element for a company which wants to get successful continually. Stern-Wywiol Investment Group, a prestigious histories company in European, launched the first branch in China in 2011-Stern Ingredients Co., Ltd(below called Stern Company) as the representative organization of Stern-Wywiol Investment Group, which produce and sales 7 different kind of food ingredients. While the demission ratio of R&D staff in 2012 is very high almost to 20%, this brought the bad influence to the stable development of company.Collection data from Yangzi River Delta and Suzhou city, which including the over-all environment analysis, questionnaire survey, data collection and analysis, compare analysis, document analysis also combined the information of related literature report, together with a large number of trade data from authority research institution and the public information. The data from 2012 to 2014 of Stern Company had got the selective analysis. The continuously improvement method on recruitment, training, appraisal and stimulate talent development planning, also enterprise culture built also included into the article.The demonstration part mainly analyzed Yangzi River Delta, and Suzhou Industrial Park, also some data from talent investigation report from Wage and Salary Survey Company in Shanghai, which provides the strategy basis and also verify the research and strategy using is correct.
