A Study On The Continuation Of Migrant Workers' Old - Age Insurance In Urban And Rural Areas

After the successful conclusion of the 18th National Congress of the Communist Party of China, the reform of the economic society is being deepened gradually. Hence a series of reform measures of endowment insurance system have emerged. With the consolidation of the new rural society endowment insurance system and urban residents endowment insurance system, the full coverage of the endowment system has been completed. However, the implementation of endowment insurance of over 274 million migrant workers is still in suspense. It is quite often that these workers give up their insurance, which is why the coverage of the insurance is constantly low. The problem is that the insurance is difficult to transfer as these workers frequently migrate between cities and countryside. The Provisional Regulations of the Urban and Rural Endowment Insurance Systems Convergence, which was first carried out in July,2014, has laid the systematic foundation for solving the problem, as all insurance transfer operations need a theoretical basis. However, there has been some intense discussions among the academic communities and local endowment insurance agencies, which mainly focus on the feasibility of the regulation and the possibility whether it may even damage the rights and interests of migrant workers.This article focuses on the relevant theoretical research in China and abroad. The ideas and experiences are to be analyzed in order to sort out the status and problems of the reform of the endowment insurance system for migrant workers. Then, taking Xi’an, Shaanxi as an example, it points out the critical factors and significant problems of insurance transfer, including defects of the system, lack of detailed supporting rules of implementation, disadvantages of overall planning, distribution of local funds, drawbacks of administrative means, limitations of barriers between cities and countryside, insufficiency of propaganda of policies, etc. According to domestic research outcomes and foreign advanced experiences, reasonable suggestions will be made from 3 perspectives--piecewise calculation of premium payment years, partially transfer of overall funds and determination of the lowest payment year limit--to implement the Provisional Regulations of the Urban and Rural Endowment Insurance Systems Convergence. Meanwhile,4 detailed measures, which are advancing the overall planning, reforming the supporting rules, enhance the administration level and unifying the information systems, are given to promote the operation of endowment insurance transfer for migrant workers.The article is divided into 7 parts.1st.
