Therefore, based on the first generation of migrant workers enjoy the endowment insurance fairly and the principles of equal rights and obligations, this artical calculated the loss and design compensation schemes to improve the level of the welfare of the migrant workers.First, defining the first generation of migrant workers, and find the difference from the new generation migrant workers and the urgency demand of the unified insurance system, and then according to the actual ginseng fixed number of year to calculate the loss for the first generation of migrant workers. Thirdly predicting the loss of the first generation of migrant workers over the country and sone migrant workers in represented bareas.And then we get under the different wage levels, the loss is between three ten thousand yuan and four ten thousand yuan whenf ginseng 10 years. The paper design three compensation schemes according to the actual loss,the higher scheme, medium scheme(including 12% of the wages and 20% of the wages), and the lower scheme.The higher scheme acorrds to the actual age to compensation, The medium scheme need to the paymnet of some years then enjoy the pension. According to the medium scheme, the cost is about 40000 yuan in five years and 70000 yuan in 10 years, benefit is greater than one following four years. The lower scheme accords to actual loss to give the compensation.The compensation effect is remarkable, when according to the lower scheme compensation for 6 years can guarantee food spending or 50% of the living expenses, compensation for 12 years can guarantee 90% of living expenses, so the compensation scheme can improve the level of the real life of migrant workers effectively,.In addition, it can also narrow the gap between urban and rural income and consumption effectly. This article also analysis the affordability of the personal payment and financial burden.And finally give some suggestions to transferring old-age insurance policy for the first generation of migrant workers.
