The airport serves, as the gateway to the city area, undertakes the heavy task of economic and society development. Since twenty-first Century, along with the steady growth of country economy, China’s aviation industry has been developing rapidly. The airport industry, at the same time, has a good momentum of development, followed with the airport industry reform continued to deepen and intense market competition. Faced up to changes in the environment and fierce competition through the development of strategy formulation and implementation, how to seize opportunity, make the airport’s operation healthily, is the need for each airport to seriously study and solve urgent problems.As2010.December, the total of airports in Inner Mongolia were12, next to Xinjiang, Yunnan, in which profit is only4, in addition to Hohhot trunk, the remaining11are regional. The country will vigorously develop Inner Mongolia area regional airlines, for ensuring the construction of17airports on the basis of efforts to reach30seats. Small and medium-sized airport in Inner Mongolia is facing the good opportunities for development, at the same time, fierce market competition must be coped with. In order to respond to airport development in the future, the construction of modern enterprise system, determining the airport management mode, establishing clear strategic goal, making suit oneself development strategic planning are to promote the Inner Mongolia airport industry rapid development, economic and social development of the Inner Mongolia’s key job. As to Inner Mongolia in small airport in the new situation, this paper tries to take in application of PEST analysis, SWOT analysis, Six Force Interactive Model of strategic management theory model and tool, for that how to develop topic in-depth and meticulous research, and the small and medium-sized airport in Inner Mongolia in the current situation, environment and development problems in in-depth analysis and demonstration, strategic choice in the future. This paper will also put forward some guiding suggestions and specific steps of implementation. The research has practical guide for Inner Mongolia in development of medium-small airport, but also hope to other similar airport to provide significant reference.
