China's Civil Aviation "Normal Flight Regulations" Policy Analysis

With the rapid development of science and technology,people have more and more choices for transportation means,among which aircraft is the fastest one for it is suitable for long distance travelling and urgent business.The aircraft travelling is facing huge challenge,so the management of flight is a shared headache for all the involved countries.Compared with developed countries,the development history in China is shorter than other countries,in addition,our technique and management is not as advanced as the developed countries.Currently,the unpunctuality of flight is about 20% and such serious delay leads to more and more conflicts between airlines and passengers.Facing to the public issue,CAAC learns great lessons from developed countries based on the real facts to issue Rules for Normal Flight Management,which is effective in handling flights delay and reforming flight system.Therefore,it is of great necessity to study Rules for Normal Flight Management in detail.This paper adopts Dynamic Analysis Model and P.Sabatier and D.Mazmanian Model to analyze the making process and effects of Rules for Normal Flight Management.Firstly,the paper analyzed the social problem finding and question identification,then,it elaborately introduces the background and target problem solving of the Rules for Normal Flight Management,and it also makes comparison between the pre-management condition and post-management condition.In addition,the paper clearly shows the objective of the rules.According to the process of rules making and policy making in Dynamic Analysis Model,this paper analyzes the rules making,public rule making,policy making and policy optimization for The Normal Flight Management,then it claims that the key for policy analysis and making is the responsibility distribution,introduces the clear responsibility distribution of the Normal Flight Management and also introduces the contents of the rules.Furthermore,the paper evaluates the systematicness and feasibility of The Normal Flight Management,and then it adopts P.Sabatier and D.Mazmanian Model to analyze the effectiveness of The Normal Flight Management.Through practical and theoretical analysis,the paper summarizes the potential advantages and disadvantages in the future and also puts forward some measures to be taken after learning from the global advanced experience.
