Research On New Supervision Mode Of Bonded Logistics

Under the background of economic globalization, the industry chain of the international manufacturing industry already has had competitive advantages. Bonded logistics and bonded services have become common in international trade, including the bonded processing, bonded logistics and other type of bonded forms. They play an important role in the logistics distribution, and the promotion of economic development. However, under the background in the deeply increasingly in economic globalization and transitional period, the external environment changes under the new situation, bonded logistics supervision is in a challenge period of changing in policy, environment and system.Bonded logistics center (B) is a new kind of special customs supervision area which appeared in recent years. It is bonded to attract manufacturing enterprises especially "high-tech, high value-added, high-class brand" enterprise to locate its logistics distribution center in it, in order to promote the transformation and upgrading of trade. At present, the focus of the traditional industrial products competition is gradually turning to circulation channel innovation and local production system construction. In the development of regional economy, with a dense network of manufacturing enterprises often adopts customer-oriented network order production mode, the zero inventory management to reduce the cost of enterprises’, and the flexible management of the small quantities of many batches of modern logistics management mode. The value chain also appeared to distribution and logistics services in areas such as transfer trend. The development of productivity and the change of production mode, will undoubtedly put forward higher requirements on bonded logistics supervision mode, so as to attract domestic and foreign enterprises’ overseas distribution center bonded to transfer to the domestic factory that near the production plant, saving transport Province, to carry out processing trade mainly of logistics services, to achieve minimize logistics cost, to maximize the benefits.Firstly, based on the problems the paper reviewed the domestic and international related research and defines the related concepts, basic theory and research method. Secondly, the paper researches the historical changes of the bonded logistics supervision mode, which can be divided into two parts, one is developing stage and the other one is traditional stage and analysis are made on their disadvantages.Thirdly, Zhongshan bonded logistics center is taken for case analysis in the article and further study of experience were moderately extended, from development idea, organization structure, operation mechanism of the three aspects of China’s bonded logistics supervision of the general model were summarized. According to this framework, the domestic and abroad bonded logistics center mode of regulation of the practice has made the comparison and reference. Fourthly, on the basis of comparison and analysis, the restricting factors and the countermeasures of China’s bonded logistics’ development are summed up in a new supervision mode in the running process. Finally, according to the demand of economic development changes triggered by regulatory changes to the content of the main line, to the customs and regulatory object relations as the basis, the bonded logistics supervision mode of optimization way is undertook study. At last, some suggestions are put forward on the mechanism-reform of China’s bonded logistics supervision pattern.
