A Study On The Overall Budget Management Of The People 's Bank

People’s Bank of China (PBOC), the central bank of China, takes responsibility of theestablishment and implementation of monetary policy, the maintenance of financialstability and the supply of financial service. With the economic reform and development inrecent years, the PBOC makes great progress on business development and innovation. Asfor budget control, however, there still exists an idea that the budget control is moneycontrol, product control, accounts and statement analysis, which fails to realize that thebudget is the method and guarantee to achieve function and target of PBOC. Comparedwith the budget control in financial institutions such as foreign central banks andcommercial banks in China, the budget control in PBOC has no advanced method andmeasures. There are many problems of budget control in PBOC, such as the unsoundbudget control system, rough budgeting, simple control measures and the lack of budgetassessment system, which have bad influence on the effectiveness of budget control andthe capacity of implementing central bank function and are badly in need of solutions.Comprehensive budget management, a systematize, strategic and humanize modernmanagement mode, is a management tool that effectively distributes and controls financialand non-financial resources, organize and coordinate production and operating activitiesand finish vested targets. The construction of comprehensive budget management system isan effective method to improve PBOC’s budget control level.This essay introduces the comprehensive budget management system at first,including the theoretical foundation, concept and features of comprehensive budgetmanagement. Secondly, this essay explains the current situation of PBOC budget controland analyzes the existing problems and reasons in budget control through the study ofbudget management situation in basic-level bank A. Moreover, it proposes specificimplementation plan of the way to construct comprehensive budget management system.Last but not least, this essay emphasizes the important issues when constructingcomprehensive budget management in basic-level bank A, offers suggestions about theimprovement of PBOC budget management work and make expectations towards futurestudy.
