Research On Industrial Structure Optimization Of Belarus

In the process of national economic development the state’s total economic growth and industrial structure are greatly interrelated. A rational industrial structure system is an important guarantee for sustainable economic development. Since Belarus independence in1991, the national economy has been developed greatly and industrial structure has undergone tremendous changes too. However, Belarus remains a developing country. Statistics show that Belarus industrial structure is not very rational, tertiary industry lags behind and the internal structure of the three industries has irrational contradictions, that are seriously restricting the economic development of Belarus. Belarus should succeed in the new era and occupy a strong place, it must have a competitive industrial structure. This paper attempts to deepen analysis of Belarusian industrial structure and presents the Belarusian industrial structure optimization programs and ideas, in order to achieve further development of the Belarusian economy.This article examines the following aspects of the Belarusian industrial structure. Firstly, the paper reviews the industrial structure theory, historical evolution and current domestic and international researches on the evolution of industrial structure theory. Secondly, this paper uses combination of quantitative and normative analysis methods. Based on Belarus economic statistics, this article analysis Belarus three industrial sectors indexes for the recent years and the internal structure of three industrial sectors, in order to summarize the current situation and problems of industrial structure in recent years in Belarus. Thirdly, the paper presents the Belarusian industrial structure optimization criteria, as well as in-depth analysis of the demand and supply factors, which restrict the Belarusian industrial structure optimization, drawn to the possibility of optimizing the industrial structure in Belarus. Finally, according to "fast track" Samuelson Theorem and use of2007data input-output table in Belarus, calculated under conditions of balanced growth, optimal structure of the three industries in Belarus is6.84%:27.52%:65.64%(calculated by social output value of industrial structure). And it is to achieve the optimal industrial structure up to2015and establish programs of optimization of industrial structure of Belarus.According to analysis it can be concluded that Belarus’ three industries have disproportion and the tertiary industry internal labor productivity is low. Internal structure of the secondary industry and light industry is relatively backward which hindered the economic development seriously. According to the data, Belarus should be giving a reasonable adjustment of the second industry, accelerating the development of tertiary industry, adjusting the structure of the labor force and promoting the rationalization of industrial structure. On the basis of the analysis of Belarus industrial structure the plan of adjustments and optimization of the industrial structure is proposed. This article provides a theoretical basis for Belarus to establish a rational industrial structure and achieve sustainable economic development.
