Along with the changes of the premise in organizational theory, the theory of organizational effectiveness (the short term is OE) is also in the process of evolution. Organizational effectiveness is not only manifested in the form of performance, but also includes dealing with the external environment, the ability to gain competitive advantage. Cultural values produced as an ideology in human society, exerting influence to the members of the community, and also tools to guide their understanding towards the world. Cultural values have an impact on the long-term behavior of members within the organization. It is not difficult to see there is a very clear relationship between cultural values and organizational effectiveness.Many scholars have conducted a lot of researches and demonstrations about these two variables, however,the definition of organizational effectiveness was restricted to the financial performance, the dimensions of the cultural values varies,so the final conclusions differs. Based on the present research, this paper selects the most representative dimensions of the cultural values, added more questions about the attitudes and the behavior of the members in organization to the questionnaire of the OE, and also did some empirical research on the influence that the cultural values have on the OE, finally checked the Mediating effect that the Organizational climate created between the cultural values and the OE.The study use sophisticated scale of organizational effectiveness, cultural values and organizational climate.to investigate200employees from various enterprises in the Nanjing City Center, After statistical analysis, it ultimately comes to the following conclusions:1.Individual cultural value is a significantly positive predictor to the organizational effectiveness, mainly Consists of power distance concept, individualism orientation,2. The two dimensions of Cultural values are significantly positive predictor to the organizational climate, Among them, the concept of power distance were significant predictors of organizational climate in the organizational hierarchy, management style, dimension, individualism dimension, Individualism dimension significantly predicted the organizational climate in organizational hierarchies of dimension. Organizational climate plays a significant role in mediation between organizational effectiveness and cultural values. That is, when members of the organization perceived organizational climate enhancement, the influence of cultural values on the organizational effectiveness will be significantly enhanced, which includes the influence that the two dimensions of cultural values have on the organizational effectiveness. At the end of all empirical research, after demonstrating authenticity of all the assumptions, the author conducted a proper analysis of discussions with corporate HR practices nowadays, put forward some of their comments and suggestions for the future follow-up study,also, the prospect for the research is put forward.
