Chinese cities have gradually been under the spotlight as China’s urbanization rate steadily increases. However, small towns that are spotted in the lowest level of urban system and that own the largest percentage of urban residents straddle the urban and rural economies. As a result, propelling the process of urbanization has strategic value in developing a well-off society in an all-round way.Talent resources are the most precious resources in21st century. As the competition in market economy has increasingly been more fierce, possessing intelligence resources underlies the further development of small towns. Paradoxically, the fact that small towns lag far behind in advancing economy, democracy, culture and life interferes with individuals’ self-improvement and withdrawing talents far afield. Consequently, the scarcity of talents has throttled the advancement of small towns in China.This essay, which would analyze the problems from the intrinsic and extrinsic reasons, is dedicated to finding ways to better help vocationally foster the talents in small towns and is aimed at finding a track on which small towns would develop sustainably and coherently.
