Study On The Management Model Of Housing Accumulation Fund In Yibin City

The housing fund system was established and developed during the process of China’s reforming its housing system. In order to achieve real change in the provision of housing, namely, from the allocation of housing by the government to workers to supporting them to purchase in the housing open market, a fund accumulation system for housing was set up to strengthen the workers’purchasing power. This system has played an important role in the successful reform of the housing system of our country. It is the most broad, beneficial and effective housing safeguard system in our country. In over10years, the housing fund system has made rapid progress. As the entire society pays more and more attention to the housing fund, workers have been relying more heavily on a housing fund to solve their need to their housing situation. This situation is particular acute due to the circumstance of urbanization currently happening in our country. The quality of the operations of a housing fund directly affects the vital interests of workers. Therefore, providing excellent services, ensuring the safety of the fund and its high efficiency have become critical parts in the overall management of a housing fund in order to satisfy the demands of workers.This thesis takes the Yibin Housing Fund Center as its study object and focuses on the management model of the Yibin City Housing Fund Management Center. It offers an in-depth analysis of the Center’s current status and the issues that it faces in its organizational structure and managerial operations. By comparing the experiences of other domestic housing funds as well as other operational management experiences in the commercial banking sector, the article utilizes theories in organizational structure and process re-engineering to propose a solution to better manage and operate the Yibin City Housing Fund-"the separation of management and operations, each with independent accounting and management". This new managerial and operational model will provide high efficiency, safety, excellence and convenience in the Yibin Housing Fund.
