With the computer network technology and project management in our country’s rapid development, many universities have a clear understanding of the traditional scientific management, research model can no longer meet today’s society digitized, standardized requirements, and to some extent also hindered the further Universities development, but also a number of practical problems can not be effectively tackled, development and promotion. Research management system has now become an important means of scientific research institutions, institutes, colleges and universities engaged in research work, it is possible to improve the management of research projects and research efficiency, to achieve full process automation management, greatly improving the ability to control risk research and resource sharing level, making management more standardized and scientific research, and therefore an urgent need to develop a WEB-based research management system.This article is from the current actual situation of our hospital management research project, the paper introduces the background of the construction of the subject, the subject has clear significance and research status. The main work is to study the design and other aspects of Yunnan University School of Tourism and Culture research project management system services, functions and data, business process optimization and transformation, through the use case analysis, a clear system functions. Produced by UML modeling use case diagram, class diagram, package diagram, and designed the system database entity-relationship diagrams and data table structure. In this paper, the research project management system with project approval, acceptance identification, project feasibility studies, outcomes reporting, organization and implementation of eight basic modules. Finally, the paper summarizes the main content of the work situation using the system, and the future work are analyzed and discussed.
