| Our country attracting foreign talents to work in China is not only a simple technology import but also paying more attention to foreign cooperation and exchange, which is to promote the transition of the thought and consciousness. Foreign experts can put forward-looking ideas into the development of China’s construction. Employing foreign intelligence in college or university is an important part of China’s reform and opening as well as the strategy of national reinvigorating, which has become the key channel for domestic international talents exchange and the important feature of reform and openness. To strengthen the management and service for foreign experts in high education agency, to standardize foreign experts employment management, also to supervise employers of choosing and using talents, to ensure the foreign experts to provide proper and efficient intellectual support for high education, and in order to protect the legitimate rights and interests of foreign experts in China, the "Foreign Experts Work Certificates Management System of TCCYN" arises at the moment.The thesis introduces the research background of Foreign Experts Work Certificates Management System of TTCCYN, includes project significance and current research and application situation.
