With the development of economy, more and more bridges, which threaten traffic safety greatly because of making channel narrow and deteriorating navigation environment, were built over Yangtze River. To improve traffic safety in adjoining waters of bridges and taking navigation environment system as its subject, the present paper probes into the study on environment affecting traffic safety. Based on the theory and method of safety systems engineering, the method of fuzzy comprehensive evaluation is applied to safety evaluation of navigation environment in waters adjoining bridge. When analyzing the environment factors affecting safety navigation and its related expert conclusions and results both in and outside China, the paper determines evaluation factors and establishes the hiberarchy for safety evaluation;A Predigesting Sequential Pair Wise Comparison Method of Weights Determination, which is created in practice based on study the theory of determination of weights, is applied to determination of weights collections for every factors collection; Based on related study in terms of factors affecting safety navigation both in and outside China and the collected data, the quantitative evaluation standard of danger degree for every factor is determined; And then subset list of subject degree to the standard of danger degree for every factor, which is a fuzzy transform used to conclude quantitative describe of danger degree fuzzy distributing among the evaluation set ,is established and educe the single-factor fuzzy evaluation model;The multilayer and multi-factor fuzzy comprehensive evaluation model is established based on single-factor fuzzy evaluation model and analysis of factors weights.Based on collected data and its analysis, applying both evaluation models mentioned above to navigation environment safety evaluation in adjoining waters of Wuhan Yangtze River bridge and obtaining a reasonable conclusion. The safety analysis and safety evaluation have practical value for confirming the navigation environment level of danger degree in adjoining waters of WuhanYangtze River bridge and danger status of every evaluation factor and providing scientific basis of decision for improving the navigation environment in the adjoining waters of Wuhan Yangtze River Bridge.
