Research On Influence Factors And Countermeasures Of Private Capital To Participate In Pension Service Facilities Construction

The aging population of our country increases year by year, the supply of pension service facilities can not meet the demand of the elderly actual pension. From now, we need a large number of private capitals to participate in pension service facilities. To this, research on influence factors of the private capital to participate in pension service facilities construction, and putting forward to effective suggestions in promoting the feasibility of private capital to participate in pension service facilities construction. It will promote the healthy development of industry of our country pension service facilities is of great significance.Throughout to the present situation analysis of private capital to participate in pension service facilities construction, finding that the private capital to participate in pension service facilities mainly exists the following problems:The support of policy is weak while operability is not strong, the lack of effective measures are to avoid risks, and the gap of supply and demand which the pension service facilities is very big and so on. By comparing the developed countries, such as America, Japan and Germany, we find that the private capital to participate in pension service facilities construction situat ion in C hina, it has an obvious gap in the legal system and policy environment, product and market development, and the participation way and operating mode, between our country and the developed countries. Through the investigation and literature analysis, we find out 20 general influence factors of the private capital to participate in pension service facilities, by using the principal component analysis, we extract the four major factors. Among them, the elderly of willingness and ability to the pension service facilities consumption is the first influence factor to the private capital to participate in pension service facilities construction, besides, that the quality level of pension services facilities, the relevant laws, regulations and policy support, and the way to the private capital to participate in pension service facilities construction are also the key influence factors for the private capital to participate in pension service facilities.From the experience of developed countries and combining with the actual situation in our country, we put forward to the following countermeasures and suggestions: perfecting laws and regulations and policy support,widening the channel of the folk capital investment,ascension endowment facilities products and design level,strengthening the elderly consumption willingness and ability and building a mechanism of risk aversion are effective ways to promote private cap ital to participate in pension service facilities. Research results will help to improve the private capital to participate in pension service facilities construction enthusiasm, broaden the pension service facilities construction funding sources, and it will promote rapid and healthy development of the pension service facilities construction to provide the reference in our country.
