On one side or both sides of the street, on-street parking can be designated occupying part of street space. On-street parking can not only increase the number of parking spaces for vehicles, but also facilitate the trip with parking. At the same time, the phenomenon of cruising for on- street parking appeared. Drivers are more willing to spend time on looking for an on-street parking space at the destination, instead of parked at a off-street parking lot which is not far from the road. Vehicles with low-speed cruising for on-street parking space may cause traffic congestion, and also increase energy consumption and environmental burdens. It is necessary to well understand the behavior of parking choice, and to resolve the key variables in the decision of the parking choice during cruise for on-street parking.Based on the analysis of the influencing factors in the behavior of on-street parking choice behavior, an economic leverage model and a game theory based model are proposed to explain such behavior. Taking Zhongguancun area in Beijing as an example, empirical data for parking choice behavior are obtained and the model can be verified and validated. Also some policy suggestions for improving parking facilities are put forward based on the results derived from the proposed model.Firstly, the factors that affect the behavior of on-street parking are analyzed. The economic leverage model is established to resolve the key variables in the decision of the parking choice during cruising for parking. Then, with the consideration of time value, the economic leverage model is revised with prospect theory.Secondly, a game theory based model is proposed to explain the reason why on-street parking cruising appear and to decision process in on-street parking choice. A quantitative determination of of parking under different scenarios is revealed. Some improvement measures for on-street parking are proposed with the points of equilibrium according to the results of the game model.Finally, a cellular automata model for on-street parking is proposed to analyze the influence of on-street parking on traffic performance. A simulating scene with two lanes and on-side parking is performed. Additionally, the cruising for on-street parking behavior and parking maneuver are considered. The influence of on-street parking on traffic performance is shown while the effectiveness of parking improvements is verified by the numerical simulation.
