The firefighting of high-rise building is a difficult problem in the world, primarily due to the constraints of the climb up height of fire engines and the long-distance delivery capacity of projection equipment. To effectively solve this problem, the Beijing Fire Department of Municipal Public Security Bureau and CASIC two homes 206 carried out jointly the study of high-rise building fire extinguishing system. This is the first attempt of transferring military aviation technology achievements into products for civilian fire. Projects involving complex technology,numerous personnel, tight time duration, limited funds, only the development of detailed,actionable project schedule can co-ordinate arrangements for the management of the entire project,making the project work be methodically carried out, avoiding the waste or misuse of capital,materials, equipment and manpower, to ensure the quality of the project in warranty period.The western of the world has two centuries of history in project schedule management study,and china also has 50 years of history in the study of project schedule management, the main direction of our research lies in the engineering field, and in military aviation industry has also been widely used, but in the domain of transferring military into civilian use still be less, and even less for the transferring the application of military aviation technology into civilian products fire research project. So for the project schedule formulating of high-rise building fire extinguishing system we cannot copy domestic and international experience, but should be combined with characteristics of the project and related project schedule management theory, explore the development methods and procedures for such projects. This paper based on the study of the project schedule development in high-rise building fire extinguishing system, and had some guidance and inspiration in project schedule development and optimization of the transferring military aviation technology achievements into products for civilian fire.This paper studied a large number of research project schedule management theory and literature, take research and development projects of the high-rise building fire suppression systems as the objection, fully draw on the relevant R & D projects, studied the project schedule planning theory in-depth, used the project work breakdown structure(WBS) analysis of high-rise building fire extinguishing system on the development of the project structure, integrated used the quantitative calculation method, analogy estimates, expert estimation method and time estimation method and other methods for the various processes work project time estimate, used internet technology and to assist with Microsoft Project 2007 project Management software, prepared and analyses the project schedule Gantt charts and network diagrams, and in the end completed the project schedule. In the process of project implementation, schedule changes due to the project objectives, and use the period optimization approach to compress the critical work schedule,drawn revised project schedule programs to achieve the best combination of project duration and cost, carried out the project timely and quality, which reflect the effectiveness of the development of the project schedule. Finally, at the end of this paper, the projects are summarized, and the further problems need to be resolved are proposed.I hope this paper has some reference and guidance in the transformation of military technology into products for civilian research, and also in the planning and optimization of the project schedule.
