During the smog, acid rain, extreme heat and cold climates appear, Global climate change anomalies, resulting natural disasters which people lives in nowadays.These make researching microclimate particularly important to solve these extremes phenomenon.With the accelerating process of urbanization, population density increased, high-rise buildings has become the development direction of urban residential buildings. Since the cold areas of the city in China account for a large proportion, therefore Effects cold city high-rise residential building layout for the next micro-climate wind environment has important significance.Through reading literature in every areas, has been clear about the direction of the research, and choose the cold area of city- Harbin as an example, on the city’s high-rise residential for extraction and research, summed up the repr esentative of the layout of the city’s high-rise residential flat form and building group. Comparability between the layout of the form in order to ensure the formation, in compliance with the norms of the local high-rise residential pitch premise that point, plate and L-style building at the base area of 6.25 hectares(side length of 250 m × 250m), building floor area ratio to 3.888 under the standard permutations and combinations.On this basis, the use of software ENVI-met senior settlements often occur layout mode(determinant, Peripheral and hybrid) simulation environment for winter wind, wind speed values from two angles and the percentage rate of change of wind speed, for each layout under section height was 1.5m,10 m and 30 m formed when the wind changes in the environment comparative analysis, and then summarizes the related laws and conclusions.Studies have shown that with increasing height, wind speed and wind speed variation ratio has declined, but the rate of change of wind speed is greater tha n the decrease in wind speed.
