Research on the present situation and the actual needs, and through the analysis of existing research results, considering the rate of effective melting snow ingredient release, the performance of melting snow and environmental protection and economic, selecting the appropriate effective materials, carriers and surface modifier to prepare the anti-freezing material which has controlled-release performance. The new anti-freezing material has high efficiency and environment protection.Using inorganic salts as effective anti-freezing materials, porous composites materials as carrier, surface modification agent and coupling agent and so on, after mixing, drying, crushing and ball milling process production prepare anti-freezing material which releasing inorganic salts slowly. Through the conductivity test, the salt precipitation rate was reacted. The test results showed that: conductivity with time slowly rise, homemade anti-freezing material had a good sustained releasing performance. Preparation of AC-13 dense distribution asphalt mixture in which the anti-freezing material replaced the powder. Through its pavement performance found that the developed material can enhance the low temperature performance, high temperature stability decreased, water stability of asphalt mixture and other the pavement performance match the pavement rules.Through laboratory tests and paving testing-road, the snow-melting material’s pavement performance was studied. Results showed that: Under the snow or moderate snow conditions, and the temperature above 10 degrees below zero, the new anti-freezing material has a good performance of melting snow and ice. By paving the testing-road, a complete set of construction technology were summed up and the entitative engineering had a good performance.
