Community cultural and sports facilities, not only provides residents with a variety of recreational activity, meet the communication and entertainment needs of residents, even let the social workers who have nothing to do found her soul, reduce the occurrence of crime phenomenon, plays an important role in improving community environment, building harmonious community. Through the study of Beijing community cultural and sports facilities optimization countermeasures, provides the experience to other cities in China, has a guiding significance to enhance the construction level and management experience of our community cultural and sports facilities.In this paper, under the guidance of sociology theory and the principle of "many system combination", according to the structure of background analysis, the existing research review, field research assessment, summarize the problems and reasons analysis, put forward the countermeasures to organize the paper. From an empirical perspective, analyzes the existing problems of the of our community culture and sports facilities, and summarizes the causes from two aspects of planning and management, then combined with the existing construction experience, to explore the suitable optimization strategy for our community culture and sports facilities.Chapter 1 “Introduction” expounds the research background, purpose and significance, emphasizes the choosing method of research scope, research unit and six research communities. Chapter 2 “The current research and relevant theoretical basis of our community culture and sports facilities” mainly reviews the development course of our community construction, summarizes the research results and conclusions of our community cultural and sports facilities, and analyzes the application of sociology theory. Chapter 3 “The status assessment of community culture and sports facilities in Beijing chaoyang district” mainly introduces the assessment methods, contents and results of community culture and sports facilities of six representative communities, provide the data support for later analysis.Chapter 4 “The summary and analysis of the existing problem of community culture and sports facilities in Beijing chaoyang district”, on the basis of the assessment results in chapter 3, comb the existing problems of construction and use of community culture and sports facilities in Beijing chaoyang district: construction situation does not meet the demand of residents strong style; lack of the organization and management of culture and sports activity; facilities grading does not accord with residents life characteristics; business facilities limited audiences; disparity between different communities, etc. Deeply analysis the cause of problem from two aspects of planning and management.Chapter 5 “The construction countermeasures of Beijing community culture and sports facilities”, guided by the sociology theory, puts forward some suitable countermeasures for construction and using of Beijing community culture and sports facilities in construction indicators, spatial structure building, market mechanism reference, legal policy repair and management devolve, etc. Provide the reference of construction of community culture and sports facilities in China.
