Electric power industry is the economic lifeline and development foundation of a country. At present, China’s electric power industry has entered the era of ultra-high voltage, large power grid and smart grid, the grid scale is expanding, network structure and network control are becoming more and more complex. The application of high voltage, large current and long distance transmission technology, make there higher requirements on the level of power grid construction in the preliminary design stage, power grid construction organization ability is needed to be improved urgently.This paper first analyzes the application status of OPPC in power system, its technology advantages and application prospect, then the design principle and technical characteristics are analyzed. On this basis, the optimization mode of its organizational management is studied. The paper uses WBS to decompose the whole life cycle of optical transmission project, by studying the project characteristics, construction steps and tasks of the early, middle and later stage, the tree decomposition structure are established. Then this paper searched the optimization mode of transmission engineering organization and management on the early, middle and later stage of optical transmission project respectively. Mainly aiming at the research of the construction plan, the preparation of construction tools, the optical testing and accessories, and the research and learning of foreign advanced technology of optical construction on the early stage; the improvement of key technology of construction and solving measures of construction difficulties on the middle stage; the operation maintenance and fault handling on the later stage. Then the management optimization modes based on the characteristics of each phase were built, the structure graph of optimization mode for OPPC transmission project management was drawn. Finally, using Zhang Shan Ying OPPC transmission project as a case, the optimization mode for organizational management of transmission engineering was studied, and the results of its implementation was analyzed, which proved the feasibility of the optimization mode for OPPC transmission project management built in the paper.
