Research On Project Management Of 10kV Distribution Network Optimization In M Town

As the carrier of electric energy, power grid construction is the most important infrastructure of country and regions. The national economy and social development cannot be separated from clean, stable and reliable energy provided by the power grid. With the comprehensive and deep reform and opening of our country and the rapid development of economy, there appear a rapid increase in the demand of electric power, which is not only reflected in the total demand of electricity, but also in the reliability of electricity and voltage level of energy. In order to meet the increasing demand of electricity, in quantity and quality, it’s suggested that not only the electric power production technology needs to be improved, but also need to accelerate the construction and upgrading of power grid. With the increasing of power system expansion and upgrading project, continues expand of scale improve the requirement in project about cost, schedule, quality and risk, which cause the more and more serious challenge faced by grid upgrade project. So we are facing the problem that how to effectively upgrade a regional distribution network to improve the reliability and quality of electricity, through the distribution network optimization project, which will satisfy the increasing demand of consume on electricity and rapid development of economy.This paper takes the lOkV distribution network optimization project of M town as an example, combined with the project management theory, conduct a in-depth research on the project management of the distribution network optimization project. Firstly, combined with the current situation of Chinese power grid construction and lOkV distribution network, we expound the background and significance of research on the project management of 10kV distribution network optimization, and the research status of the distribution network optimization and project management domestically and abroad. Followed by the analysis of the statue quo of the 10kV distribution network optimization and management, this paper analyze some problems in the project management, which are revealed in that: lack of management resources, lack of attention paid on the process of project management, lack of control plan and unified coordination, lack of dynamic control and optimization, lack of key management on sub-project, low level of project funds management, lack of post-evaluation on distribution network optimization. Then, this paper expounds the theory and method of project management, and analyses the function of project management in the distribution network optimization project. On these basis, together with the analysis of the interest subjects and key process of lOkV distribution network optimization project management, we proposed a project management system of lOkV distribution network optimization, mainly including project organization design, project progress control, quality control, cost control and project evaluation, whose process, content and method are described in detail. Then, according to the power grid planning quo and power grid optimization goal of M town, we apply the distribution network optimization project management system to the distribution network optimization project of M town, specifically by the quality management, schedule management, cost management, with dynamic control as the core, and comprehensive evaluation on the optimization a sub-project of Dadushe 1 10kV station. Finally, based on the summary of the above content, prospect the future of the distribution network optimization management. Thus, optimize and improve the management of distribution network optimization project of M town, and provide reference and guidance for the scientific management of similar distribution network optimization project.
