Comprehensive Performance Evaluation Of Distributed Energy Projects In Midsummer Garden Hotel

As China pays more attention on energy saving, emission reduction, and the supporting of New energy technologies, the system of combined thermoelectric cooling and gas has been put into practical application to various public buildings in China. Whereas, The research on evaluation method to the evaluation system, practical operability of this system is still not perfect. This paper is on the basis of an in-depth study of literature, extracts three evaluation indexes, constructs the comprehensive performance evaluation system of the distributed energy projects and puts the evaluation system into the application when comprehensivly evaluating the distributed energy projects of the Zhongxia Hotel of Dalian.First of all, this paper collects the relevant literature of the research on the comprehensive performance evaluation of the distributed energy resources at home and abroad, analyzes the development status and development trend of the comprehensive performance evaluation of the domestic and international distributed energy. By mapping the status quo of the domestic and foreign comprehensive performance evaluation index system, this paper compiled the main content of the index system. This paper systematically introduces related theories of distributed electronic generation and combined production of thermoelectric cooling, which provides the background for the follow-up project evaluation.Secondly, this paper raise up a project implementation scheme of promoting healthy and sustainable development of the energy structure, the Zhongxia Garden Hotel of Dalian distributed energy projects, and makes a comprehensive and detailed elaboration on the implementation program of this project, introduces the basic situation of the Zhongxia Garden Hotel project, points out the necessity of project construction, analyses the current situation of energy in the Zhongxia Garden Hotel, elaborates and compares the project installed scheme of the Central Plains motivation, internal combustion engine, and cogeneration units, in which identifyies the energy generation system that is in line with the actual situation of the project and the economic benefits, and in which the units are stable and highly efficient.On the basis of the above discussion, this paper elaborates the basic theory of the index evaluation system and methodology, puts forward a reasonable and objective method to evaluate the index system and model construction.Through the study of the choice of weighting indexes, this paper determines the AHP as a selection method of weighting each index in the index system. And through the research and comparison, the fuzzy comprehensive evaluation method is determined as the model evaluation method, and the evaluation model is established.At the end of this paper, this paper gives an empirical research to the Zhongxia Garden Hotel project. Combining with the characteristics of the distributed energy generation projects, this paper constructs a new and complete distributing energy generation project evaluation index system. The system is based on the selection general principle of combination of systematic, representative, practical, hierarchical and independent, quantitative and qualitative, and sets up the three level index system. Among them, orienting from the Performance Evaluation, this paper selects economic and technical evaluation for secondary indexes, orienting from evaluating the effect, this paper selects social benefits and impact assessment, the satisfaction of enterprise evaluation for second level indicators, and according to the second level indicators, this paper correspondingly selects third level indicators. Based on the above evaluation system, a comprehensive evaluation model is established, and the fuzzy comprehensive evaluation method is adopted to evaluate the model. The index membership degree is calculated through this model, in which the economic benefit index of evaluation results are classified as better, technique evaluation index evaluation results are classified as good, social benefits and impact assessment, evaluation index of enterprise satisfaction evaluation result are classified as good, the overall evaluation of the project results is classified as better. The evaluation model makes a reasonable and objective evaluation to the distributed energy projects selected by Zhongxia Garden Hotel, provides a theoretical basis and support for the full implementation of the distributed energy projects in Dalian city. This paper has a high theoretical and practical value.
