With the steady progress of China’s urbanization, residential investment all over the country keeps increasing. For a residential project, investment control of the project design, which is directly related to the success of the project’s preparatory work, and may even be related to the success of failure of the project investment, is an important part of the whole control process. Therefore, the strengthening of investment control of the residential project design phase becomes more and more important.Design optimization is the key point during the investment control of the residential project design phase, and program evaluation is the premise of the optimization. However, the program evaluation in China currently is mostly dependent on the experience of experts, and there is no doubt that this evaluation method is not scientific or reasonable, which makes it urgent to build a complete, systematic and scientific evaluation system. Therefore, to provide better services for the design optimization, it is really necessary and important to build a complete, systematic and scientific evaluation system. The article first introduces the research status and method of the project design investments all over the world, carries out the research and analysis of the main problems in this field in China, and elaborates related concept of investment projects related to program control. Then, it explores all the related indicators of residential project design, designing questionnaire to consult experts, using the improved Delphi method to analyze and screen the indicators, building an evaluation system with a set of three-first-level indicators, eight-secondary-level indicators and 19-third -level indicators, and on this basis eventually constructing a scheme evaluation model which is based on triangular fuzzy number. Finally, the evaluation model is applied to instances, and the empirical results show that this method based on triangular fuzzy number is more feasible scientific and reasonable.
