In recent years, under the impetus of scientific and technological progress, all kinds of production and living facilities continue to develop towards the direction of intelligent, intelligent residential construction has become a major target cell builders. Development of smart metering systems are essential to the construction of the Intelligent Community of a job. Information technology and computer technology continues to mature, more and more intelligent devices to people’s lives has brought great convenience, more and more manual labor was replaced by automated equipment, so the development of smart metering technology is a an inevitable trend, not only for people living brought a lot of convenience, but also for water supply enterprise management automation provides a good protection.Existing water industry for high-cost smart meter reading system is not conducive to replace some other characteristics of the wireless camera "direct reading" smart meter a number of studies, a detailed analysis of the various components of the system. This system uses a set of image acquisition, image compression, wireless communications and digital image recognition technology combined with other methods, this paper, for the use of such systems in C Plus Plus for some algorithms and image processing method for compressing conducted research and experiments, wherein the compression algorithm is mainly for Huffman coding, Shannon-Fano coding, RLE, LZW compression encoding, JPEG compression coding carried out a detailed study, and where some of the compression algorithm was improved to meet the imaging "direct reading" system hardware design requirements, and to ensure that the image in the PC recognition rate conditions, as much as possible to improve the image compression ratio, so that not only reduces the system power consumption, but also reduce storage space and system cost.
