With the reform of the railway market-oriented operation and The advance of railway operation management system, the government puts the permission which participating in railway construction operations management into place, allowing local governments and social capital joining into the railway industry, the development situation of local railway is very broad, there are more railway investment participants to join in railway operation and management, rail transport industry diversified operations management will become increasingly prominent in the future.This paper treats railway dispatching mode as the object, aimed at in the perspective of multiple operating subject coexistence, by analyzing the railway operations management and dispatching mode with multi-operators coexist under the background of railway market railway investment and financing system reform at the current, summary the dispatching mode types which may be used and analysis the main factors which affect the railway operators to select scheduling command mode, comparing and evaluating the railway dispatching mode with many operators consist by using the improved method of comprehensive evaluation, and putting forward the selection recommendations, strive to transport companies under the plurality railway transport market providing reference about mode selection.This article is in the current situation of railway investment and financing reform, analyze the railway construction and operation management and research, the main research contents as follows:(1) Through the elaboration of railway dispatching command work content and process, summarizes the working principle; For more operating under the coexistence of railway operation characteristic is analyzed, summarized many possible railway dispatching command mode of operating subject, types, and the feasibility and necessity of various scheduling command mode were studied.(2) Through the more operational subject under the coexistence of operating characteristics and the analysis of a variety of possible scheduling command mode, summarizes the influence factors of dispatching command mode selection; In summary and understanding, on the basis of some commonly used comparison method, combining with the scheduling command the influence factors of mode selection, and the railway transport enterprise, formed a set of than the chosen method for scheduling command mode, and build the corresponding index system must be; On the basis of the comparison results, combined with the actual situation of each operating subject, dispatching command mode selection Suggestions are presented.(3) More operating under the coexistence of dispatching command is run subject between transport coordination, distribution, process of production activities and interests.
