In recent years, as the economic growth develop continuously in China, the urban resurces in many metropolitans are no longer meet the demand of current economic develops with the limited land resources. Then reorganizing city land and building new towns around the city center are used to satisfy the geowing pressure. Howeve, due to the completion of all aspects is not synchronizate, many new towns are developed to sleeper town, which causes resident that work in city center and live in new towns. With the separation of working and living, the tide traffic occurs in main roads. Hence, variable land isgenerated to alleviate traffic jam, which could change the road driving direction on one or several lanes according to traffic flow dynamically. Urban arterial road that contain section and intersection is the object of this study, whose tidal traffic is obvious, based on that, reach the method of variable lane setting.Firstly, data survey program was established, investigating the traffic flow of Nanma Road. Based on the statistics of traffic flow data, analyze the tide traffic performance characteristics and expression at urban arterial road by different indexes, from the the overall, each section and intersection turning flow three perspectives.Secondly, the characteristics of the four-phase scheme of the intersection are analyzed, calculating the signal timing and dely by signal timning model and alforithm based on gentic algorithm. The adaptability of each phase scheme to tidal traffic was gained by compare the different scenarios of different traffic flow under the minimum delay.Furthemore, analyze the conditions of variable lane setting, a variable lane setting model is setted based on the road resistance function to determine the number of variable lane setting. To complet organization of intersection after variable lane setting, building the model of intersection lane assigment divided. Combined with the above signal timing method, determined the setting method and process by summarizing the research results.Finally, in order to verify the research result, an arterial road was chose from Tianjin Nanma Road. Two optimize schemes are put forward. Evaluate the the signal control optimization scheme and the variable lane setting scheme by index of delay. The results show that, the variable lane setting scheme can alleviate the tide traffic effectively.
