Safety culture plays an important role in accidents prevention in Beijing subway stations. Rich and varied forms of safety culture carriers have the ability to complete the aims of the propaganda and education of safety culture in the process of getting the passengers’attention by repeating and emphasizing safety instructions. However, there exist many bugs in safety culture carriers of Beijing subway stations such as the content, theme, usage, logic and so on. The bugs in safety culture carriers make passengers feeling confused and when they see the signs and banners, and the same, cause the no-significant-effect of the safety culture, though measures and financial supports have been taken by the country, the operating company and relevant government departments. Therefore, basing on the existing safety culture carrier theory and advertising effectiveness evaluation research, this paper shows the new progress in the application scope of safety culture carrier and the preliminary understanding of the cognitive competence and the attitudes of the passengers in subway. The evaluation results and the optimization countermeasures rely on the built of T-API Comprehensive evaluation model and the on-site inspection of typical Beijing subway stations.The main research work and conclusions are:First, the validation of the scalability of safety culture carriers in communication utility, which sets up the bridge from academic stage to practice stage. Second, the steps of the evaluation of safety culture carriers have been designed, which lead the evaluation work to the way of routinization and standardization. Third, figuring out the key direction of the evaluation is to focus on the acceptance of the passengers, the diversity of subway station spaces and the circumstances of the carriers themselves, which helps the formation of T-API evaluation model. T-API is short for four evaluation methods, as TOPSIS, AHP, PCA and information entropy. In the last of the research, comes the suggestions and ideas about the promotion of the communication utility of safety culture carriers.
