Study On The Elevator Safety Management Mode

Now the number of elevators is increasing rapidly, and the elevator safety situation is not optimistic as increasing amounts of the number and old elevators. More and more disputes resulting from elevators can be factors affecting social stability. The management must acclimatize to the situation, so the new managing theory and the successful foreign experience for reference should be used.Based on combination with theory of new public management and new public service, the article put forward specific ideas to build a governance structure of elevator safety. It is similar to an interactive model between government, market, society organization and the public. First, the law is well-grounded. Rule by law must go ahead. A good laws and regulations system should be built and then the elevator safety management is ruled by that. The second is marketing-orientation. The management needs the market mechanism to play its due role, needs private sector and society organization to participate in the provision of public services. The third is democratic management and focus on public interest. The elevator safety management should be a process that public solve their own problems. The last is flat organizational structure. Elevator work, architectural construction and fire rescue should be managed as a whole so that relevant departments can communicate and interface with each other effectively.In the specific implementation, it is essential for the government to define the functions and social relationships again. One is "responding to public", the other is "giving consideration to both efficiency and fairness". Public satisfaction is the criterion for judging local leader’s suitability for promotion, and administrative officials are appointed by the higher government institution. The government should focus on problems of interest to the public, facilitate citizen participate in making laws and updates to the law, then establish convenient and expedite communication channels with public. Therefore, based on the game theory--about competition, cooperation and the rules by all components of elevator safety management, a new elevator safety management mode can be built to promote self-discipline and development of the elevator market.
