With the long tunnel route of Chinese railway, the high damage rate and the complicated damage type, Vehicle-Mounted GPR can achieve the reconnaissance work for the quality of tunnel liner and damage. However, the means of management for the data of GPR at present is comparatively lagging behind, which cannot adapt to the work for managing massive data from reconnaissance survey. Meanwhile, the development of information technology and safety of tunnel operation attracted great attention by all sectors of society, make the informatization for maintenance of railway tunnel and scientific management become more and more significant.Taking full advantage of existing information, technology and resource, in this paper, the design and development for the quality and disease of railway tunnel lining information management system are deeply researched. The main achievements of this paper are as following:(1) The system unifies the decentralized management for railway spatial data, test data from GPR, relevant geological data of tunnel, engineering data and image data together into one platform for managing, which not only achieves the integration of storage and management for railway spatial data and attribute data, but also improves the management efficiency of operation department.(2) The system combines database technology and function of spatial analysis provided by GIS effectively. VC development platform is adopted to develop the professional function module, which not only achieves the management of document data, but also integrates the spatial information.Furthermore It provides a newer and more visualized experience of data management to customer. The functions, such as the view and comparison of image data and the picture at site, diagrammatic form of data can be achieved, which possesses the comprehensive analysis ability for the spatial data and attribute data.(3) The development of the system follows the thinking and methods of the developing information system. The design concepts,system architecture, basic processing flow, module division, and function allocation for the whole software system are described. The design concepts and modular structure for GIS Module in the system and tunnel basic information module are stated and explained emphatically and in details. In addition, it also shows the test result for the whole system.
