Research On SCD Configuration Tool Based On IEC61850

IEC61850 is the international standards about the substation automation system communication published by the International Electrotechnical Commission, which is used to unify the communication network system to improve the interoperability,extendibility and openness. The purpose of the standard is to realize interoperability for substation IEDs from different manufactures.IEC61850 is the solution for the substation seamless communication.By using the SCL, IEC61850 makes the self-description of the IED.The configuration management of digital substation plays an important role in the safe and stable operation of substation based on IEC 61850. There are two tools during the process of configuration, the system configuration tool and IED configuration tool. The interacting information among the devices was configurated by the system configuration tool. Most existing studies of configuration tools mainly focused on the design of the IED configuration tool in China. However, the design of system configuration tool was not developed enough, the system configuration is tool of which the development is the basic work of the devices interoperability realizing and the configuration information management of the whole substation system. So in this paper, a system configuration tool has better reality meaning.This thesis firstly introduces the establishment, the background, the organization and the function of IEC61850, at the same time, through consulting a large amount of literature, this thesis introduces the research status of the substation configuration tools at home and abroad. Further the main items of the standard are chiefly discussed, and then, the newly editing situation of IEC61850 series are introduced. This paper focuses on the theory foundation of The Digital Substation configuration, involving the Substation Configuration Language, the communication models in the SAS. The rest of the article is engaging in the development of the configuration tool, which can easily create the documents describing the function and structures of SAS using the SCL.After completely analyzing the required capability of the configuration management, the article designs a SCD managing tool conform to the standards at the Microsoft Windows environment. Configuration tool design includes the function of tool requirement analysis, function module division and work flow; then according to each function module, use C# language to carry on the programming design to realize, complete the development of the configuration tool. And at last, working with an SCD instance, the SCD managing tool perfectly accomplishes the SCL configuration mission.
