The configuration management of digital substation plays an important role in the safe and stable operation of substation based on IEC61850.There are two tools during the process of configuration, the IED configuration tool and system configuration tool. The interacting information among the devices was configurated by the system configuration tool. Most existing studies of configuration tools are mainly focused on the design of IED configuration tool in China. However, the design of system configuration was not developed enough, the system configuration is tool of which the development is the basic work of the devices interoperability realizing and the configuration information management of the whole substation system.So in this paper, a kind of graphical system configuration tool has better reality meaning.Firstly, the related configuration concepts of digital substation based on IEC61850has been introduced. The concepts and the functions of the device configuration and the system configuration tool have been described.The paper respectively briefs the file structure and of the configuration information of current four configuration files(ICD、SSD、SCD、CID). And then, the configuration tasks and process have been described, the requirement analysises that provide good foundation have been described.A reconfiguration scheme of protection logic and virtual interaction among protection equipments based on IEC61850is proposed. The logic nodes (LNs) have been encapsulated into the components using IEC61131-3. The traditional protection logic modules are designed to function blocks, the input and output signals of interfaces are defined with the LN data of IEC61850. The internal protection logics of protection LN components are described, as well as the coordination among LNs and the virtual interaction relationships among devices with distributed function. The virtual connections among devices are added and the virtual input/output information of protections is constructed. Using the XML language, the configuration and interaction information for reconstructed protection devices are described. The design examples are given. The new scheme can promote the development and the management of protection device; as well, it gives some valuable supplements for the system configuration.This phototype system of graphic system configuration tool of digital substation based on IEC61850is designed. The function designs of system configuration tool are described. The modules include the main interface of user configuration,the module of XML analysis and SCL syntax verifying, the three kinds modules of interactive information configuration, the three kinds function modules of graphical interactive relationship including the logic relationship of a LN internal、the coordination logic relationship among LNs belong a IED, the virtual interactive relationship among LNs belong to different IEDs. This paper has designed the toolboxs of primary electric wiring diagram and secondary equipment which are able to draw the primary electric wiring diagram and the diagram of the logic relationship of a LN internal among protection devices and so on. The key techniques of system configuration tool have been described, including the drawing and picking of graphic elements、the storage of graphic files by the schema of SVG、the graphic description of the virtual interactive information among LNs belong to different IEDs. The graphic system configuration tool is completed. Finally, the running results of the system configuration tool are displayed for a typical digital substation.The running results show that the system-level configuration information have been configurated, including the association information among IEDs, the information of report control block, the information of log control block, the information of GSE control block, the information of SMV control block, the virtual input information of LN and product SCD files, and so on.
